the way. this is a two man deal now president obama and the house speaker john boehner. at least publicly john boehner is not sounding confident. >> he is not. he was very pessimistic and came out and told reporters is he still frustrated that president obama has not responded with some sort of a counter proposal to the republic debt plan that was put on the table. he basically is saying that these talks are still going nowhere. this isn't a progress report because there is no progress to report. when it comes to the fiscal cliff that's threatening our economy and threatening jobs. the white house has wasted another week. >> one sign of optimism is when he was pressed by a reporter about tax rates, he seemed to leave the door open about some flexibility of negotiating with the white house. vice president biden said while rates have to go up it's negotiable what exact rate it is. whether it goes all the way up to the top rate to 39.6 like the clinton days. it seems like there is wiggle room on both sides. that may be where we get a deal if these two sides get together next week, shep. >> s

speaker boehner is facing some intense pressure, not just when it comes to the fiscal cliff, but also over his ability to remain head of the house. several members of the g.o.p. have already hinted that they will not vote to re-elect him. just yesterday the conservative interest group american majority action endorsed georgia representative tom price to replace boehner. the group is launching a lobbying effort, trying to get more rank and file republicans on board with that vote. for now, boehner is not in any danger and a spokesman says price will not challenge him but house members can vote for anyone they choose come january 3rd. >>> when it does come to the fiscal cliff, both boehner and obama say they want more specifics. the president is promising $400 billion in reduced entitlement costs but boehner's office wants more details on what exactly those will be. and boehner is claiming he will increase tax revenue by limiting deductions and loopholes but has still failed to specify exactly which ones. at a michi

complain the new proposal from house speaker john boehner is too vague about tax increases even as it lays out a tough package of spending cuts. for instance raising medicare's eligibility age for the first time in the program's history most likely by two years from 65 to 67 the move would not apply to americans who are close to retirement now. it would be phased in for younger workers such as maggie, a virginia health club manager who just turned 50 last month. >> i think the biggest factor for me is when are you going to retire so you lose your insurance from work and if it goes to 67 you have this two- year gap. what are you going to do? >> reporter: when medicare was created in 1966, the average life expectancy for men was 67 years, today it's 76 and women live on average to 81. one recent study by the kaiser family foundation estimated that shifting medicare eligibility from 65 to 67 would save the federal government $5.7 billion a year. 65 and 66-year-olds would pay an extra $3.7 billion a year to ensure themselves. the employers would pay billions more. >> it would finally bankrupt

to get a deal with the house speaker john boehner over taxes and spending cuts. our chief political analyst gloria borger is here to take a closer look at the agreements, the disagreements, i guess there's more disagreements than agreements. let's step back and see where these two sides stand, gloria. >> let's step back from the cliff here for a minute, wolf. and you'll see that on tax, which is of course the crux of this matter, there's a huge difference between congressional republicans who want to raise $800 billion over ten years from tax increases. and of course the white house that wants to, you know, basically double that. i mean, the white house says, we need to get more revenue from taxes. if you break apart these tax number, take a look, because of course we know, the big issue, the theological issue here, wolf, is raising rates. the white house says let's raise them back to bill clinton's days. and the republicans of course say, no way, let's not raise those rates. here's what's really interesting to me, though. both sides say in the future they want to do the same thing.
